Laura Haylock

Senior Advisor, Design, Learning and Impact

Laura joined Women Deliver as the Senior Advisor, Design, Learning and Impact in December 2023. She brings nearly two decades of experience working Globally to advance transformative change from a Feminist and anti-colonial perspective in diverse organizations settings (such as Oxfam Canada, the Government of Canada, and various small, local NGOs).
Laura is a seasoned Feminist researcher and evaluator with a strong background in designing measurement frameworks and evaluating complex and difficult-to-measure change areas, like negative social norms that underpin gender inequity, Indigenous self-determination, Feminist organizational strengthening, feminist leadership, Gender-related campaigns and advocacy, and economic development.  Her more recent projects have focused on the necessary shifts in worldviews and knowledge systems that are required to better evaluate Indigenous programming and support the advancement of Indigenous self-determination.
Laura holds a Master’s Degree in International Relations, specializing in subnational development, from the Norman Paterson School of International Affairs (NPSIA), at Carleton University, and Bachelors’ Degree in English Literature and International Development from Wilfrid Laurier University in Canada. Her academic research focused on exploring uneven power relationships within international aid system.
