Summary of the Position:

The Senior Manager, Program Quality and Learning (PQL), will lead a process to ensure the continued prioritization of strong program quality principles, supported by a rigorous approach to Monitoring, Evaluation, and Learning, and with a passion for building the overall capacity of the organization and staff in design, reporting, and knowledge transfer. The Senior Manager will support training, development, and systems that delivers the analytics, results measurement, and learning that underpin and continuously advance Women Deliver’s mission and impact.  The Senior Manager will also serve as the program compliance focal, working closely with External Relations, Finance, and Legal. The Senior Manager will lead a team tasked with designing and supporting program quality practices into all programs, and coaching other members of Women Deliver’s staff to successfully adopt program quality best practices and skills. This role works closely with the External Relations and Finance & Administration Teams, along with Program focals, and reports to the Chief Operating Officer while managing a two-person team.

Accountabilities:

  • Lead the development and refinement of Women Deliver’s Monitoring, Evaluation and Learning (MEL) strategies and related frameworks, to include the development of Theories of Change, Performance Measurement Frameworks, learning agendas, and evaluations
  • Ensure MEL and Results-Based Management (RBM) systems, processes, and tools are properly socialized and implemented across the organization
  • Participate in program design and proposal discussions and take the lead on log frame design, development of performance measurement frameworks, and budgeting for MEL
  • Contribute to learning through supporting specific analyses, lessons learned, and reports
  • Build staff capacity in Program Quality best practices by providing trainings, guidance, and technical support
  • Guide program staff in planning for and executing MEL activities, including data collection methodology and tools, data management, and data analysis
  • Lead the design, implementation, dissemination, and use of evaluations, assessments, and monitoring data to improve the quality of Women Deliver’s programs
  • Lead the development of a Learning Agenda
  • Serve as programmatic compliance focal
  • Oversee Program Quality team – including 2 staff (as of 2020)
  • Oversee integration of MEL and Work planning

Qualifications, Skills, Education, and Knowledge:

  • BA/BS required; Master’s highly preferred
  • 8-10 years of work experience in managing the MEL component of international development programs; with passion for knowledge transfer, expertise in measurement, and strong programming experience
  • RBM knowledge and practical experience
  • Experience in training/capacity building/socialization of new MEL systems and processes
  • Experience in developing and socializing data collection and analysis tools and processes
  • Experience in analyzing data for reports to donors
  • Experience in program development processes and in developing results frameworks for proposals
  • Experience in developing Theory of Change (TOC) and participating in strategic plan process
  • Experience in compliance – with emphasis on compliance matters related to programmatic and donor compliance
  • Strong analytical skills and ability to distill data into important, relevant insights and learnings to improve program quality and inform future programming priorities and approaches
  • Ability to apply strategic and creative thinking, while being persistent, motivated, proactive, energetic, and detail-oriented
  • Experience in the measurement of advocacy initiatives (preferred but not required)
  • Experience working with the Government of Canada and Denmark (preferred but not required)
